it is referring to humans...once they do bad behaviors,,they will likely repeat them. Such as druggies, and cheaters. and thieves. Sadly, it is a VERY true statement!

My opinion is that: spots are part of the leopard, part of what makes it "a leopard". A leapord wont change that as a person may be inclined not to change something about themselves, their make-up, ie. a habit (good or bad).

I agree, we are what we are.
Humans should not change themselves to fit in different situations. They should always be the same person to everyone.
A leopard is just that a hunter, it kills. Humans that have bad characteristics/traits will probably always resort back to them.

It is a saying that idiots use to say that a person will not change. People change all the time, but when they do change they no longer fit in the little pigeon hole that we desire. Result ignore the change, come up with a saying that says that all people will remain the same. Kind of a backwards and ignorant way to live.
Fact: People change all the time. There views and out looks change. There interaction with other people change. If they didn't change, how could one meet someone and 'fall in love' or be with someone and 'not love them anymore'.
now as far as the distinct pattern of the spot on a leopard or the stripes on a tiger, for that individual animal, that physical pattern on the fur probably won't change.
Don't be a ignorant judgmental fool and say that people don't change in order to justify a narrow bigoted point of view. Those people are simple minded and well ...... a waste of flesh. But, they too can change!!!!!!
I can see from the previous answers that most of them have closed minds and are full of hate. But they can change, if they desire to become enlightened, and release the hate. (Oh, yet another example of change!! Imagine that.)

Well the leopard's spots are an inherent part of them, aren't they? They cannot change to stripes, or change the amount of spots that they have. Even if they reeeeally wanted to, they are just spotted, same pattern, for life.
So when someone says "A leopard doesn't change it's spot," it is usually in reference to some disappointing behavior in another person. A behavior that the other person had tried to change, or promised to change. It's actually sort of sarcastic, like "Yup, that's just what I expected from that guy. A leopard doesn't change it's spots. Once a ____, always a ____ ." You can fill in the blanks like Mad Libs with whatever degrading or stereotypical word you choose: liar, cheat, thief, etc.

It means that a leopard was born with a certain pattern of spots and as such he can't, not matter how hard he may try change those spots into a different pattern. People are like that, there are certain aspects of people that can't change. There is much that can change but there is much that can't either. I also take it to mean that while you may want a leopard with different spots (or a person to act a different way), it sometimes would be much easier to just find another leopard or accept the pattern on the first one then to try to get him to change it's spots for you. Learn to ignore the spots you don't like and take notice in the ones you do.
