'Course it's a set! The name's sourced from the Hilton hotels (as is London Tipton based on Paris Hilton).
The interior, especially the hotel lobby, is so small for a five star hotel! And talking of the exterior view; anybody with an eye for detail can make out it's computer-animated.

The Suite life of Zack an Cody is a set, although their is a real Tipton Hotel but it looks nothing like the one shown on T.V.

Most of the action occurs inside the hotel and it is the main setting for the series, particularly the lobby, the basement, the Tipton's 5-star restaurant, the ballroom, the game room, the Martins' suite on the 23rd floor, and London Tipton's penthouse. The Imperial Suite is the third largest room in the hotel and is where most celebrities (and show guest stars) stay.
