I have a sister who will be taking this exam and any help is appreciated.
Which center should she register for the exam?.. is there a difference between the two centers, particularly on the type of questions and level of difficulty asked in the exams?...
your thoughts would really help me make a good choice for her...

On the paper there is no difference between in British council or IDP., But in practice these are some myth that work
i) In IDP you will get higher marks.
ii) If you give your test from Punjab. You can raise your score by 1/2 band in speaking.

IDP is better... a friend of mine had a very bad experience with British... and I'm hearing lots of negative comments against it...
