My Windows Defender is not allowing me to install a program. How do I troubleshoot this problem?
I tried turning the firewall off, but Windows Defender still isn't allowing me to install my program. I also tried adding it to my install list, but Windows isn't allowing me to do that either. How do I troubleshoot this problem?

Uninstall or disable windows defender and try pctools firewall plus do the expert install and you will have full control of your firewall. Oh....and it's free.

Have you tried uninstalling windows defender & then installing this program?
If windows defender is such a problem you should use something else less annoying.
Look at my answer in the link below for some other programs to use.
BTW - there are numerous complaints about windows defender out there. It works fine for some folks & others... they experience all the fun & joy that a poorly done software program by microsoft can give. + the updates aren't very timely _> go figure.
