They will use what is already there. Moon rock. Its everywhere. You can turn it into a form of cement and build what U like! Also this material is excellent at stopping it occupants from receiving lethal doses of radiation.
Moon rock is the way to go.......

I like paper mache. For the lunascape start with a board, preferably not cardboard as it will soak all the moisture and go squishy. Place some shapes (cutout cardboard, flyspray can lids, small boxes, packing noodles whatever...). Cover with strip of paper dipped in a flour/water mix (1 part plain flour to part water) and leave the first layer to dry before applying any more. You could make the moon base the same way, balloons make wonderful round shapes, just make sure you do a few layers before popping the balloon otherwise the whole thing collapses.

The first Moon habitats may be the launders themselves and later inflatable structures may be used perhaps covered with lunar material.
.
Recent studies have shown that any long term stay on the Moon or Mars may carry with it a distinct radiation hazard. Any lunar shelter has to take radiation shielding very carefully into consideration. There's talk of perhaps using lava caves. Many years of research are ahead to develop materials that will be light enough yet are an adequate radiation shield.
.
Covering the structure with lunar material may work but the lunar dust itself will be the great enemy of astronauts at a lunar base. It's like powder and it get's into everything.
