What would it take to be able to test drive a brand new Ferrari?

At say a Ferrari dealership, do they let any old yobbo off the street to go in and take one for a test drive? Or do they only let you if you show up in a suit wearing a Rolex etc.

Not just anyone can drive a Ferrari. You need to prove you are able to buy one before they let you smell the leather. They will want a credit application and a deposit.

In the Ferrari store inside Wynn casino, they even charge an admission fee. They will refund that fee if you buy a car of course. They had to do this because of all the people just milling around the store who could not buy - wasting everyone's time.

Ferrari stores, like any other high-end merchandise - are accustomed to looky-loos. But driving it will be out of the question until you prove your means to buy.
