The SSL/TLS-aware Apache webserver is blocking some websites?

Who is The SSL/TLS-aware Apache webserver ? It keeps on blocking some websites for streaming or download tv shows.
( PS. some part of the world do not have the privilege to watch tv shows).

It is like an advertisement for those who owns or wants to make a website; i think.

How can we pass The SSL/TLS-aware Apache webserver to get into the original website?

PS. So annoying and lame to "block" websites in the name of advertising and all.
