On average how much does a level 4 soccer ref earn per match?

It depends on what league you're reffing. In Canada, C4 is the lowest level, so I'm assuming it is wherever you are too. In my local league I think I made 12 bucks a game for house league U9. It goes up to 15 or 20 for travel leagues, and also as the age division goes up. You want to snag work at tournaments. I made 200 bucks in a weekend doing our local u9 travel tournament. It was horrible reffing five games back to back each day without a break but its quick cash.
