This empire was nominally ruled by the Pope, but in reality there were more than a hundred entities, that were all but independent. The largest ones were called kingdoms, and ruled by Kings (or Queens). Progressively smaller territories were principalities, duchies, counties, free cities, and others that I cannot remember. Back then Monaco covered a large area extending into modern France and Italy, so it was regarded as a principality, and the head of state was a prince. This title has been kept ever since. More recently, in the late 19th century, Monaco had become a poor country, and sold off most of their remaining real estate, comprising a large, triangular area between the modern location and the Italian border. France was kind enough to pay several million francs, and take over the poor area, so Monaco suddenly became one of the smallest countries on Earth. Today, Monaco is a very wealthy principality, and the part of France sold off more than 100 years ago would love to return to Monaco. But the French are having none of it. Keep in mind, this is a *very* simplified version of events, but the main points are there.
