However, persistence can only be used if the air mass from the previous day is still present over the area you are forecasting for. I would say that it is far more than 60% accurate, but if you use persistence everyday regardless of your synoptic situation then you would probably see your forecast reliability falling. Using all of the forecasting skills such as constant rate of movement for a cold front, you can make your reliability closer to 90% or higher. This is why forecasters are expected to have much higher than a 50% or even 60% reliability rate.

When giving your 5-day forecast you will be giving it based on the conditions at the earth's surface. Just because it is raining does not mean that it will be 100% humidity at the surface, but the upper layers (where the clouds are) will be 100% humidity. This holds true for both rain and snow. In my experience the humidity at the surface will be higher will rain. Either way the humidity is still typically high at the surface, but it will usually not be at 100%. Anywhere from 60-90% will be more typical.

Similar to how two different psychologist may have two slightly different opinions of the same patient. Patterns, computer generated models, book knowledge, and experience must all be used to determine the weather for a given day. Long term forecasting becomes more based on climatology and experience. Moist air takes longer to modify just as a body of water takes longer to changes it temperature than the land. Arctic air is cold and dry. Therefore, its temperature will change to match the gulf's temperature, and will change faster than maritime air because it is dry. The air mass will also change its humidity since the gulf will make it more moist.
