Wouldn't be a fuse, if it was the light wouldn't work at all. It sounds more like a loose (or bad) connection or a short somewhere in the wiring. What you'll have to do is start tracing the wire starting at the connection (checking the connection itself for corrosion and debris) and working back toward the power source with a voltage indicator or, if you know how to use one, an ohmmeter. Buying a repair manual (I prefer the Haynes) such as a Chiltons, may help you there especially if there is a wiring diagram provided.

Sounds like a bad ground on the headlight. Check around the headlight and under the hood for a few wires the come together with an eyelet and a bolt through the eyelet to the body or metel frame of the car. It may be loose, dirty or corrodey.

You have an earth fault. Find the earth wire and using another piece of wire earth this at the lamp to the body of the car. You should see the lamp brighten or come on. If this happens then the earth connections need cleaning and the connection to the body will need to be checked for corrosion. to fix, well you should be able to do this yourself.

check the ballast resistor that works the dim dip headlights and it's connections. something is causing the delay!

If it was like that when you bought it; the dealer should make it right. Unless you bought it as is from someone else.
