It depends on what you call expensive. There is actually quite a lot of Ti on earth so it is not a raw metal. Ti is very reactive chemically and requires some pretty sophisiticated technology, therefore, it is expensive to extract Ti from ore.

It also depends on what Ti you are talking about. Ti oxide is one compound that is not very expensive and used in many applications, it is very white so it is used as an additive in paint, for example.

Regarding Ti metal... The price depends. There are diferent grades of pure Ti and, of course, many different Ti alloys.

Another thing is how much you want to buy. If you only want to buy 10 grams, the price per kg will be high. If you want to buy, say, 10,000 kg per month and are willing to sign a contract to do that for the next 10 years, the price per kg will by much, much lower.

Titanium is harder and rarer than other metals. As far as using a small amount if titanium in paints, think of the gold in Goldschlager alcohols. Expensive metal it may be, but doesn't alter the cost of the alcohol because it is such a small quantity. And no, you do not have to forge craft it in a vacuum. Do a you tube search on titanium forging and you can see how they talk about how different the metal is. It glows very white when compared against other hot metals
