-When is the best time to go there?
anytime around the year, but juli and december is peak season, you can get expensive room rate.
-Good but cheap hotels?
Tegal Sari, location in Ubud.. the cheapest but the cleanest and best view. please do google and you will love it, but make a reservation at least 6 months before your holiday coz they often fully booked.
-Which area to stay in : Kuta, Seminyak, or Ubud?
Kuta if you want to go to beach easier, Seminyak if you want a luxury hotel, and Ubud if you want to feel the atmosphere of Bali.
-We like calm, peaceful places. We love the beach. Not partying though. More adventure type- going to forests discovering caves etc haha.
Kuta is only 1hrs from Ubud area, so I suggest you stay in Ubud, too much noise in Kuta, also the tourist around Ubud are much more polite and behave, different thing with Kuta that they can drinking with a bottle of beer in their hand and shouting accross the road, wearing minimum clothes everywhere.. such as a headache.

yoga class in yogabarn, Ubud (just in front of Tegal Sari)
bebek bengil (not so far from Tegal sari, you can walk about 5minutes)
buy batik clothes from the shops around Ubud

people are nice, nothing to worry about
-What prices are considered "normal" (souvenirs, local restaurants, clothing etc)
Tegal Sari was about $70 per night (am a huge fans of tegal sari)
Kebaya (indonesian traditional clothes) in uluwatu boutiques are about $80-230
many cheap clothes around Ubud around $6
