Maybe you might want to look at it this way.

If you're dividing by 4, you're multiplying by 1/4.

So 1/9 * 1/4. Cross multiply and you get 1/36.

you can think of 4 as 4/1, so 1/9 divided by 4/1 = 1/9 x 1/4 = 1/36
