Good reasons to argue AGAINST this statement?

I'm doing a debate speaking and listening assessment and arguing against this statement: "Punishment is only worthwhile if combined with rehabilitation."

Punishment can also set an example for others to teach them why they shouldn't misbehave/break the law.

I would argue that the threat of punishment provides a deterrent.
