Republicans thought Johnson's plan was a failure because they believed he was rebuilding the country how it was before. They wanted him to step in and stop Black Codes. The plan did not work because Johnson pardoned many of the Southern elite who were supposed to have been excluded from the reunification process. Johnson's plan failed to break the power of the antebellum planter elites.
Lincoln's plan was too lenient. It also failed to address the problems of freedmen Congress enacted the Wade-Davis Bill in July of 1864 in which Lincoln tried to stop it with a pocket veto.
