What is the best tool,,, for making,,,,, OTHER tools; I realize there is room for classifying, so, I'll take it as a chart?

Update:

Material of which the "parent" tool itself is made, and material of which the "offspring" tool is made.

Update 2:

For example, a file for grinding a metal, stone or bone axhead into shape, or else a chisel, or a hammer (small, for SHAPING, as opposed to mere breaking) , a woodcarving knife for shaping a wooden mallet,,,,,,,,

    The lathe. Hand tools? The hammer.

    the history of humanity is that each generation of tools is used to make the replacement [and better] generation. This has probably been going on since hunter-gatherers first started shaping stone into knives using a bit of elk antler [pressure flaking]. then the knife is used to skin animals. the dried skin can be cut with the knife to make throngs used as rope. rope can be used to tie together sticks and limbs to build a hovel.

    and on and on.
