Foreskin over tip of penis?
I am 15 years old and I have foreskin over tip of penis. Its retractable half way down, and with a bit effort I could pull it all the way down but I am fine. My question is will it minimize my cock growth?

Having a foreskin will not restrict the length of your penis in any way, nor its basic girth. However, even a moderately tight foreskin will inhibit the expansion of the rim of the glans to its full potential.
Your foreskin should have become fully, freely and painlessly retractable (whether flaccid or erect) by 8 years old and your parents ought to have ensured that you could freely retract and taught you to do so every day to wash well under there like the rest of your skin.
As a teen or adult it is absolutely vital that you can, and do, fully retract your foreskin at least daily and wash away, with soap and water, all the the smegma and stale urine (both totally waste materials) that constantly collect under it. Failing to do so leads to objectionable odours and eventually to serious infections. Some, like penile cancer, are so dangerous that they can result in the partial (or even complete) amputation of the penis (which really does seriously shorten its length!)

IT will in no way way hamper the growth of your cock . Ensure to pull down the foreskin every day and clean it with warn water and soap during bathing to remove any accumulated smegma . Regards.

Your penis should be done growing in length, (guys typically reach full size by 14 to 15) may be expanding in girth but foreskin won't hinder penis growth anyway. Foreskin will continue to mature so good chance it will continue to loosen up.

You are blessed with a protective, highly-innervated, erogenous full-length foreskin. Many unforeskinned guys would envy your foreskin. You display great wisdom in wanting to avoid circumcision,
You should thank your parents for protecting your physical integrity. Because of your physical integrity you will be able to have sex the way nature intended it.
There is a lot of wrong information being published about foreskins. Most source say the foreskin automatically retracts during erection. That is only the case with short foreskins.
The automatic retraction of the foreskin on erection depends on the length of the foreskin in comparison to the length of the penis. Foreskins only retract on erection if
1. the foreskin is shorter than the erect penis and
2. the foreskin is wide enough retract over the glans penis.
A full-length foreskin does not spontaneously retract on erection but may be retracted with one’s hand provided that the skin is loose enough to pass back over the head.
The part of a full-length foreskin that extends beyond the head is called the “overhang” or the acroposthion. The tip of the foreskin or acroposthion is highly innervated and has the most sensation. A long tapering acroposthion was regarded by the ancient Greeks as the epitome of male beauty.
When a full-length foreskin is retracted, folds of skin form around the base of the penis. When the foreskin is released the folds may unfold and push the foreskin forward into its normal position to recover the head. Some guys with long foreskins cannot keep them retracted. This is not usually considered to be a problem.
The full-length foreskin provides superior protection to the head of the penis. Its extra-long length helps to keep the head moist, soft, and sensitive. The full-length foreskin probably has more pleasure nerves and sensation. A longer foreskin has superior gliding action that helps in masturbation and intercourse. A longer foreskin probably has more pleasure nerves than a shorter foreskin.
A full-length foreskin facilitates penetration.
All in all, a full-length foreskin is an extra blessing.

Not in the least. You're mostly done at your age anyway...

No, your foreskin has nothing to do with the growth and development of your penis.
It will grow the same length and girth regardless if you're circumcised or not.
But PLEASE... if you're going to keep your foreskin, you need to at least pull it all the way back and wash under their very, very well everyday with warm soapy water, and rinsing very well. Hygiene is everything!
