I'll go with Hela. She's more powerful, her drive for winning is stronger. I see her as more of a threat.

This is very hard question and hard battle as well. I'm going with Hela. Hela gets a win with a hard battle. Hela sword is much powerful than Steppenwolf. Hela use all her swords and impale Steppenwolf and he would fatally die... slowly.
