Can the seller refund shipping $$ on an item you didn't get?

    You should be refunded for the entire amount, that doesn't always include shipping so you may want to contact them and ask.

    Did you return the item or cancel the order?? Or, was it simply never received? If you cancelled, they shouldn't refund the shipping. If they did, for whatever reason, you shouldn't pay for shipping.

    if you didn't get the item you should get the entire amount refunded

    If you never received an item you paid for, then you owe nothing. Until it is delivered they have not fulfilled their obligation even if it is the shipper's (UPS, FedEx, etc) fault.
