I can't from here say whether your horse needs shoes or not, but that's a ridiculous reason.
I currently have a 17.2 hand ottb, 1200 pounds, that I have never had shod. We jump, we work, no problems at all. I have other ottbs of similar height to yours without shoes. I've only had one that required shoes, and that was only in the front, and only when being heavily jumped.
Leave the horse without shoes until you see he needs them. Shoeless is better for horses with good feet, though shoes are necessary for some horses.
Listen to the experienced farrier, not the apprentice.
