Does a laptop fan start spinning as soon as it is turned on /?

Most laptops will have a fan starting. It's to regulate the heat inside the computer, so it doesn't overheat.

Thanks guys. i disassembled my Hp mini 1101 because it was overheating, before closing it back up i tried it to see if the fan works when i start it up. It did not so i guess i'll have to take the fan apart and clean it. It has never been cleaned.
