No, the currently topical find of a repated FRB by the Canadian CHIME observatory is almost certainly nothing to do with little green men.
Nobody is actually sure what causes Fast Radio Bursts as they are very brief and can cone from anywhere in the sky. Although they are low frequency pulses of radio emissions by the time they reach us, the energy released at the moment they were originally generated must be absolutely colossal. We're talking neutron-stars-colliding colossal, way more than an artificial source could ever generate, or ever need to generate for that matter. Short of a building a "Death Star" I can't imagine what any life would need such power for!
They're also coming from a long, long way away. The recent repeated detection is 1.6 billion light years distant. Hopefully as we continue to study FRBs, an understanding of their cause will be arrived at. Don't get your hopes up for aliens though. Just like the machine like repetition of pulsar signals before them, the explanation is overwhelmingly likely to be entirely natural.
