There is a record of this question being asked in another forum in 2013, which suggests some professor somewhere asks it every year, and has been doing so for quite some time.
Prior to 2006, it seems there WAS an organization in the UK that was charged with enforcing the provisions of certain acts related to the environment, and it was called "English Nature". There was possibly a separate organization called "The Countryside Agency". Both of those organizations were dis-established in 2006 by the act attached below.
You could perhaps search further, on the term "English Nature". Or you might be able to find some list within the attached act that suggests what responsibilities English Nature used to have.

There is no such thing as English Nature. It has been abolished and replaced with another government body.
