The hardest thing about condo/apartment living is that those places were built quickly and cheaply, without soundproofing between the walls, ceilings and floors. Therefore, sound travels and it can be quite disturbing.
When I built a large addition onto my cottage, I instructed the insulation crew to insulate the walls between the bedrooms and bathrooms upstairs as an attempt to buffer noises when people are sleeping. It worked really well. I just wish multi family homes were built with the same consideration for the tenants quiet and peaceful enjoyment of their property.
Sometimes a landlord will do little to nothing about reprimanding or stopping neighbors from making so much noise during quiet hours. The police will stop by and try to quiet the noisy neighbors, but that is not a long term solution because the noise level rises soon again. Annoying, very annoying.
Often when only one tenant makes a noise complaint, it is not taken seriously. The best way to get the landlord to quiet the noisy neighbors is to get as many people in the apartment complex to complain with you. Certainly there has to be other tenants who find the noise too much to bear, yes? Find out who they are and form a complaint chain. A complaint chain is a group of people who all complain during the time the noise is happening. The plan is to have everyone synchronize their phone calls to the landlord, one after the other, five minutes apart. This way, the landlord will believe that the noise is bothersome and do something about it. Not so much to stop the noise, although that is the final result, but the landlord will act swiftly to get all of you to stop bothering him with all of those phone calls. You may also want all of you to make the same complaints at the same time to the police as well.
We had a nasty noisy neighbor. I complained and complained to the police, to no avail. I was the only one complaining about the neighbor that the police thought I just had it in for the neighbor next door (single family houses). One police officer told me about getting other neighbors to complain so the complaints could be taken seriously. Wow, that is all it took!! We all called the police, one call after the other. Now they listened and stopped the noise once and for all.
