The money doesn't have any strings attached. If you're eligible and meet all the conditions, then it gets paid to you. You aren't restricted on what you can spend it on.
There is also the problem of the 'fungibility' of money. Once the money is paid into your account, how can anyone separate it from any other money in there - included money given as gifts, money from other benefits, money saved from before the disability, etc.
Since the government doesn't care, the lottery officials certainly won't be digging through a winner's personal history.
Can you imagine what would happen everyone who used 'money from state benefits' to buy the tickets, suddenly stopped? They'd take a cut in revenue and for what, some kind of moral high ground? If they cared that much, they'd have something in place beforehand.
