Why are all the houses in our neighborhood become a low income rental?

We live in a neighborhood with cookie cutter houses (all the houses being made the same). They are all one story, slap foundation, crawlspace attic, 3 to 4 bedrooms and 1 bathroom, with a backyard equally divided between house to house. They are all one story, slap foundation, crawlspace attic, 3 to 4 bedrooms and 1 bathroom, with a backyard equally divided between house to house.

Houses have burned down in a role in our neighborhood. A lot of houses were tore down due to a flood back in 1997.

Our neighborhood has empty spaces between houses anymore. Some of them have two empty spaces. It is not a role of cookie cutter houses anymore.

Houses next to us have become low income rentals, welcoming people worse than what lives in a trailer park.

Dogs are out in the street anymore, roaming freely and some power lines have a role of shoes thrown across them, not all.

The houses are not maintenance anymore, some are but it varies.

Why are all of the houses in or neighborhood becoming low income rentals?
