Is the entire world in practice your oyster with a stem BSc, MSc, PhD & 15-20 years of relevant professional experience?

With that background and profile, could you easily get the equivalent of a national interest waiver as an alien of exceptional ability, a citizenship certificate, passport of and easily just walk into living and working permanently in any country in the world, minus knowing the local language(s)?

Is that the silver bullet and absolute guarantee for all 195 countries worldwide?

Not necessarily as different nations have different needs and not all STEM degrees are equivalent. Not every nation needs theoretical mathematicians but most could use more doctors and software engineers.

Nope! Only one country has National Interest Waiver, and not even qualifications such as you mention are any guarantee of approval for NIW.
