It has wings so it can fly - not just stay in it's nest all the time.

The quote seems to be arguing in favor of being a little adventurous.

Like, why does it bird have wings if it was not meant to fly?

It's saying, "don't be a scaredy cat" or don't be a scaredy bird, in this case.

Paraphrasing - if you don't leave the safety of the nest, you will never soar.

It's about going outside your comfort zone to use your full potential. Example: You are a good dancer, and could make a career of it. However, you are OK being a waitress and don't want to deal with the difficulties of starting a new career. This quote says not to settle, but to push yourself to use your abilities and become the best you can be.
