Why not also reduce or waive the fees so that even someone from a housing project such as Jordan Downs, South Los Angeles, can easily relocate to Boston for studies, get a part time weekend job in Macy's, Safeway or Starbucks in Copley Place in the downtown area to help finance their studies (maybe also in the world famous Cheers bar and pick up a few tips) and after they graduate get a job down the road in Manhattan.

That is socio-economic mobility in my view. Open it all up to all citizens, all 50 states and nationwide.
