With the ready availability of cell phones you no longer have to find a land line to call for help when an incident arises. The phones are also helping when it comes to locating the caller if the call drops while on the line with 911. The city where I live has been working on converting to allow people to text 911, allowing them to send pictures and video of the current situation and what the responders are getting into. Years ago I had responded to a child who had gone missing and we where able to locate him by pinging his cell phone off of the nearby towers. Now there are draw backs for people who are breaking the law as the cell phone can be used to show where the person was when the crime was committed if they are not smart enough to leave it at home. There are also the devices for SWAT teams that allow them to get a rough idea of how many people are in a location based on the phones it picks up.
