Can a deputy sheriff in California patrol wherever he or she wants in the county?

No, deputies have to patrol where the Sheriff tells them to. Also, even the Sheriff can't go on Federal land (such as a military base) or Indian Reservations (they have their own Sheriff) without permission.

The Sheriff's Department has jurisdiction county wide. Individual Deputies are usually assigned specific areas.
Your 'Best Answer' is DEAD WRONG about not being able to go anywhere other than an actual military base. They MAY lack jurisdiction on other Federal land of Indian reservations, but they CAN go there.
