does a 13.9 ft boat have to have a title?

    It depends on the state where you live. SOME states require full registration and title, some do not.

    That depends which country you are in. Some countries tequire boats to be registered, others dont

    It depends on the boat and the state.

    For example a row boat with out a motor in my state requires no title. Once a motor is attached it does.

    Depends on local regulations. In most of the world, probably not. Best guess from no clue where boat is.
