Why is it that Yahoo Answers does not have a 'help' or 'contact' link where users can make appeals or report abuses or any other issue?

Because that would require staff to monitor those emails or contact and Verizon Media chooses not to employ additional people to handle the FLOOD of contact they would get if those avenues were available to users here - they would be swamped with complaints about Level 7 abusers moving questions, users trolling, stalking, and harassing, every technical issue on the site, the overwhelming dislike of the new captcha feature and the 15 character minimum, etc.
There is an appeal page here https://io.help.yahoo.com/contact/index?page=topic... but it is for appealing removal of a question/answer or appealing the suspension of an account, only. Since post removal emails aren't being sent out to notify users when they have a question or answer removed, appealing content removal isn't very effective these days (because you're asked to provide the exact text of the content that was removed as well as the reason given for the removal in the notification email - without being able to provide that information, your appeal will not likely be processed).

To appeal use the alternative appeal available through the Help pages under the pinwheel/ gear icon in the upper left corner. If you want to email VERIZON,NOT Yahoo to report abuse or an abusing account, Verizon cannot do anything unless you give them the URL address of the YA activity profiles if the abusing accounts OR the URL addresses of the questions after reporting the questions or answers.

There is NO Yahoo customer care for at least 2 YEARS or longer.

They do in the gear wheel on the top right. Just click on Help and then Contact Us to appeal a post.

You have to use the Alternative Appeal Form.
To Appeal go here
Select Contact a Yahoo Specialist then Appeals then Follow the Instructions from there.

We used to be able to send emails to firstname.lastname@example.org , but according to the facebookpage it was disbanded
