In terms of spreading power evenly, if some are naturally more dominant than others (otherwise we’d have no informal leaders), is this fair?

It's natural, and inevitable. Some people don't need or want as much power as others. Everybody has their preferences as to what kind of power they want most, and what kind, and amount, they are willing to yield. Not every person should have the power to, for example, declare war.
The fact that power is unevenly distributed is neither fair, nor unfair. Fairness is a human concept. Only humans can be fair or unfair. Some human actions that affect the distribution of power are fair; some are unfair. Giving people powers that they deserve is fair; denying them powers that they deserve is unfair. It is impossible to make everyone identical in their powers. Trying to do so would be foolish and unfair.

"Seeking power" =/= naturally dominant. This is a personality flaw in the most generous sense.

Life isn't fair and power, by it's very nature, is never going to be spread evenly. The important thing is how the power is used

"Power" is not the same as talent or aptitude. If even the most dominant of personalities are limited to the same influence to society as the least dominant, then power is spread evenly despite talent being less fairly distributed.

Who is to do the spreading? If you take power away from distinguished leaders and empower others less capable then it is not only unfair it is unjust, to the leaders and to the people who listen to them.

There are several different kinds of power. They are not spread evenly and cannot be spread evenly.
