In terms of American political rhetoric, it is just that: political rhetoric. Americans put a lot of value on the individual, and if you have an individualistic culture you basically have to like the concept of freedom. They go hand in hand.
But in a broader sense… oh, c’mon. Very few people in the world really enjoy having everything dictated to them, and most of those people are probably in a BDSM relationship of some sort. It’s not as if the British are all like, “Gee, remember the days when most people were serfs of some sort? I miss that.” Or the Japanese have a yen for exit visa requirements or maybe the Russians really miss being shipped off to gulags or the Canadians wish the vote were more openly rigged or people in Cambodia really think well of Pol Pot and the Romanians just love Ceaușescu (which is why they watch his execution by firing squad every Christmas) and when Margot Honecker died earlier this year most Germans were probably more upset that she never got prosecuted rather than the fact that she kicked it, and I mean, come on, I can continue but I am le tired.
Generally speaking, people of all persuasions don’t like to be dicked around with.
Unless they are in an BDSM relationship. Then it is encouraged.
