Is the Speaker of a poem the author if they use "I" and "we" in the poem?

No. When a poem is written in the voice of another person it is called a "persona" poem. It's very common.

There is only one Robert Hayden, so the pronoun is 'he' not 'they' (which is plural)
Presumably if he refers to 'I' and 'we', he is the speaker.
