Where buildings built in the Soviet Union between 1980 and 1989 strongly built?

I am mainly asking about buildings containing apartments. Where such buildings built well during this period?

    There is a crucial difference between strongly built and built well.

    That was the time when the former GDR was also best brothers with the USSR. In the GDR, there was a building style for appartment buildings called "Plattenbau" - set up a frame, then hang (sometimes asbestos) panels on it as floors and walls.     Probably not - there was so much corruption at the time that I can quite imagine builders playing fast and loose with the specification to make a bit on the side. Eg reduce the amount of steel reinforcement in concrete slightly, flog off the surplus, and nobody is any the wiser.

    Earlier construction was certainly of a high standard - it was part of the tenet of the socialist ideal to create high quality housing, but as things started to break down I really don't expect the construction sector was immune: a few bribes here and there would allow corners to be cut and pockets to be lined.
