The Church rang bells to indicate important times of the day.

Subdials and water clocks. Then they developed the mechanical clock around 1200 CE.

But accurate time keeping was not that important in an agricultural civilization. Only calendars are needed.

They weren't all that particular about time back then. There was no need to count the minutes in a day. Appointments and meetings and get togethers were more vague, like around sunup, noon, after noon, suppertime, things like that. They was no need to have exact time measurements for most people.

The royality controlled Europe through taxes, work starvation, and force.

Kinda like the moden united states is controlled by international business.

The royality usually had what they called a town crier.

The town crier was ordered to call news from the royality morning and evening to villigers in their village square.

The vilagers were required to attend under the pain of law.

If the royality considered 'time' and 'date' important it was called out in the news.

In general any form of time was kept through the churches.

Everyone else including royality kept other rituals than time such as sexual and other forms of despotism.
