Hi. You've got a couple of choices for data recoveryeven though Windows won't run.
1) Get a pretty good sized USB flashdrive (about 128Gbs covers most regular harddrives data from home computers). Download a burnable file of a linux OS CD. reboot the computer with the linux CD & just copy the data onto the USB flashdrive. You can fill the flashdrive, copy the full drive onto another computer, then fill it again if the data is more than the size of the flashdrive You're using.
2) Buy a $15US adapter for the old harddrive to be plugged into another computer AS A USB flashdrive, then You can copy directly from the non-booting harddrive into another computer.
3) Just buy a new harddrive for the non-booting system (More space = cheaper now) & use the non-booting drive as a permanently externaldrive.

EPF : If You just want to do the CD method using a singleflashdrive& booting from the same flashdrive, You can use Puppy linux & "YUMI" from www.pendriveapps.com. This method runs the linux OS from a created boot flashdrive & You can create a folder on the remaining space to copy Your files into.

Remove the hard disk and plug it to another computer then after you can copy all the data from the hard disk to the new computer...

What does it mean by "won't start"? Is it broken? How broken? Is it turned on? Is there power to it?
It depends on what it says is wrong when it shows the qr code and error message. Mine is saying the boot is inaccessible, probably because the hard drive or wires broke.
I see a 1 star rating on the answer, did I leave anything out I can add now?.
