Can a sponsored organization within a town develop its own 501c3, even if the Town has a 501c3?

If a community based organization is sponsored by a town. The Town has a 501c3 entitled "Friends of.."

Can an organization within the town develop its own 501c3 and still stay sponsored by that Town. (In other words, choosing not to be under the umbrella of the Town's 501c3. But, staying with them as a sponsor).

    The municipality has a non-profit for their own use, and any other non-profits would have to have their own 501(c)(3) otherwise the IRS will come calling. They cannot operate under the municipal umbrella.
