Civilization requires first an agricultural subsistence. The Fertile Crescent was (you guessed it) fertile, with wide river fed plains prime for growing crops.
Europe on the other hand was/is heavily forested. Clearing all those trees to create plowable fields is a lot of work, more work than hunting some deer or rabbits and picking some berries.

The crucial trap for the development of agriculture is the availability of wild edible plant species suitable for domestication. Farming arose early in the Fertile Crescent since the area had an abundance of wild wheat and pulse species that were nutritious and easy to domesticate.
