What s the name of that metal piece in the middle of some notebooks that allow you to remove and add pages?

    The page retainers, which pass through holes in the paper, are generally called "loose leaf rings".  They are attached to the retaining plate, which itself is affixed to the inside of the spine.  The entire assembly is a "loose leaf binder".

    Report covers use a very simple retention device called a "tang fastener".
