Is it true that the EU doesn’t recognize sanctions the USA places on on other countries?

    correct. the EU feels that they should be allowed to make own decisions on what sanctions to enforce and which to not enforce.

    EU countries are states of the EU not the USA and they can choose whether or not to support US sanctions. In the case of the Iran nuclear deal the EU was happy the deal was verifiably working.

    If an EU country ignores sanctions imposed by the USA they can suffer severe consequences.
