Is a dog still considered leashed by law when that owner either purposely drops the lead or that dog pulls it out of the owners hand?

You HAVE to be holding the leash and be in control of the dog. The moment the dog is loose even if its dragging the leash, the dog is considered off leash and if it attacks someone, attacks a pet or is ran over then its your fault by law

No. Once you lose control of the dog and don't have the leash in hand, then anything that happens is your fault. "Leashed" means the dog is on a leash and confined and under control. Having a leash attached to a collar/harness but nothing stopping the dog from taking off (either a tie out or your hand) doesn't make the dog "leashed by law".

Nope. You are expected to have control over your dog at all times. If the leash is not in your hand, the dog is not legally under control. Doesn't matter if it's an intentional thing or it gets pulled out of your hand.

Logically.....If the Leash is not held by you in any way or tied on to you, then the dog is NOT leashed at all.
If you are confused about the law though .......ask a lawyer.

No. The leash/lead suggests control which in the UK at any rate, is require of all dog owners. The dog must be under the control of the owner.

If you're not HOLDING the leash then it isn't leashed. It's YOUR responsibility to hold the leash firmly and to TRAIN your dog so it doesn't yank the leash out of your hand.

No if you read the bylaw it states the dog must be on a leash and under your control at all times.

Where I live, for a dog to be consodered 'on leash' there needs to be a human attached to the leash as well as the dog.

No, it is not. If you do not have a full and complete HOLD of the leash - YOU.... are no LONGER IN CONTROL of the dog. If the dog attacked another dog or person - you would be held 100% LIABLE.

Probably not. It must be under your control. If the dog attacks someone you are in trouble.
