In the U.S., we are all innocent civilians until a court of law finds us guilty.

no right at all, but they constantly get away with it.

But since they like to kill us, we don't advise our people to resist until we arrive on the scene to assist or unless an officer is mishandling a black woman or child.

civilians who refuse to allow others to enjoy their separate civil rights can and should be removed or detained. whether this applies in the current Hong Kong protests is a different issue

They, hopefully, only approach those they think may have committed an offence.
Often get it wrong and overdo their action

We grant them that right in order to maintain order and prosecute any suspected crimes. They do have to have probable cause for such behavior, and the citizens need to cooperate and not resist the efforts of the police. In the absence of proper policing, we would live in a third world status, (which nobody wants.)Source(s): "We are in bondage to the law, so that we may be otherwise free."--Roman Philosopher Cicero

If a citizen is resisting them. then the police have not a choice but to get physical. Respect can go a long way when dealing with police officers.
