Trump knows that his stupid trade war is making the inevitable recession get here quicker than it would have otherwise and he is desperate to delay it until after the election.

Where will this admin get money to run the country when it cuts all income? That doesn't matter, keeping the economy alive until 2020 is the only thing that matters to the Republicans now.

Well, at least he's thinking about ways to try to stave off a recession but when President Obama cut payroll taxes most Americans didn't even notice the difference. He might have to do something more dramatic.

If everything was as fine as Trump proclaims he wouldn't need to consider a reduction in payroll tax. This type of reduction is one traditional way of increasing consumer buying power which stimulates the economy. What Trump is hoping for is that a recession doesn't occur until after the 2020 election.

if people were given a reduction because they invested in their own 401k, I'd be very much for it. Your own return will probably outperform what the government would do with that money over the next 20 to 40 years.
