Does Trump count on his fans to listen to the first claim he makes and not notice when he backs away from it?
He's recently done it on both gun background checks and middle-class tax cuts.

Those who notice it can categorize everything Trump says or tweets into categories. The most common is using logical fallacies, 15 of the most common ones explained here:
Then you add in out and out lies, statements of error like airfields in the Revolutionary War or father from Germany (it is Bronx, NYC) or name and typo errors, then are promises that have a weaker fulfillment or pullback or reversal. Almost nothing he communicates is truth that stands alone without explanation of what isn't said and should be to explain it. He takes credit for other people's good actions and blames others fr his errors.

Most of us, (not a 'fan' by the way, most Conservatives are 'supporters' not idol worshipers), grasped long ago that President Trump uses a technique also employed by intelligence agencies. He makes statements of varying degrees of accuracy in order to gauge reactions. These reactions offer him clues on the actual 'lies' covering up his opponents positions, which he then proceeds to expose. In the end, the 'truth' is fully exposed, whether he ever knew it when he made his initial confident assertions or not. He has been doing this throughout his business career as well.
The liberal Press just hates him for it because they like having the exclusive right to lie and spin and cover up whatever they please. They particularly hate that he uses their technique to expose truth, rather than obscure it. If he really wanted to 'lie' he wouldn't use this technique at all. He would paint on a 'compassionate' smile and never offend anyone to cover the fact that he is stabbing them in the back, just like liberals do.
They squeeze all of their rage and hatred into a little ball and save it for men like Trump or the other fictional villains in their minds, all the while publicly stating that 'hate has no home here.'
You should note that Trump's statements on background checks is just that...another statement designed to elicit reactions. As far as middle class tax cuts go, people would rather have a good economy and low unemployment making them upwardly mobile, rather than only have the insult of having their own hard earned money thrown back in their face by the thieving government who stole it in the first place.
Give me a choice and I would choose lower needless government regulations, lower tax rates on employers and more jobs over a few extra bucks to help me pay bills that would have been lower if I had the better economy instead.

-Say something that sounds really great to his base
-Blame everything but himself when he fails to deliver on his promise
-Claim he's going to keep going and not give up on thing
