No. It was clearly the Roman Empire in figurative terms
Just read the text
Back in Daniel, he had a vision of four "beasts" that would rule the earth before God sent his Messiah to save the world.
His four "beasts" were;
Dan 7:17 These great beasts, which are four, are four kings, which shall arise out of the earth.
Dan 7:23 Thus he said, The fourth beast shall be the fourth kingdom upon earth, which shall be diverse from all kingdoms, and shall devour the whole earth, and shall tread it down, and break it in pieces.
The fourth "beast" (kingdom) was the Roman Empire. History records that as fact. Jesus was born and died during the Roman Empire.
Dan 2:44 And in the days of these kings shall the God of heaven set up a kingdom, which shall never be destroyed: and the kingdom shall not be left to other people, but it shall break in pieces and consume all these kingdoms, and it shall stand for ever.
Thats the worldwide Christian church kingdom of God upon the earth.
