You must have all the documentation to prove your mother was a citizen of Spain at the time of your birth. Your mother should have registered birth to a citizen while abroad at the nearest Spanish consulate when you were born, but she can do that now if you have all the documentation.

You gather proof your mother was a citizen of Spain when you were born and make an appointment at a Spanish Consulate to apply for a passport.

This is the website for the Spanish Consulate in Manila, Philippines but the process will be similar at Spain's other Consulates.

Find your nearest Spanish Consulate or Embassy, go there with your own and your mother's birth certificates, another proof of identity, a means of payment and enough Spanish to fill the form in. Better still, take your mother with you.
